Joe is a third generation Nevadan and has been involved in volunteer fire service since 1972. He began with the Silver City Volunteer Fire Department in 1972 and then joined the Storey County Volunteer Fire Department in 1976. He was the volunteer chief from 1988 until 2012 and has held every office and position in the volunteer fire department at one time or another.

Joe served in the US Army from 1966 until 1972 and then began a career in law enforcement that lasted until 1995. He is a founding board member of Liberty Engine Company #1 and the Comstock Fireman’s Museum. Joe is currently the Chairman of the Comstock Historic District Commission and a board member of the Comstock Cemetery Foundation. He serves as the Chairman for the Nevada State Emergency Managers Coordinating Committee to the State Division of Emergency Management.

Joe and wife, Ellie, have two sons, David and Tracy, and four grandchildren. Since 1999, he has been the Director of Storey County Emergency Management. He is also the owner/operator of OTS Graphics and Signs. In his spare time, Joe enjoys studying the history of the Comstock and restoring old cars.
